Struggling Smiths Falls looks east for lifeline

OTTAWA — Struggling to re-invent itself after devastating plant closures and job losses, the Town of Smiths Falls has spent thousands of dollars on a dream of securing even greater riches from China.

Last fall, officials from Xiangfan — a city of 5.3 million people in China’s central Hubei province — came to the town to pen a sister-city agreement and pledge to develop mutually beneficial opportunities for investment, tourism, education, immigration and youth exchanges.
